Why to over-complicate things when it's easier to write/use a custom script or to add needed commands into CLI?u would simply need to have some kind of check in the initialisation of the forum to check for a defined constant and if it's not there, then don't do anything. If the constant is present, then you'd just need to look at modifying the behaviour of the start up process to ensure extensions aren't loaded and caching gets disabled. The only tricky thing might be switching styles but it's certainly doable.
If custom script is no good, then CLI would be the best choice + it can be achieved with extension.
