I used a +1 because I don't know which settings are used by default if it can not be set via the ACP.

Create a fake user.
Log in as that user.
Go to the UCP - tab Board Preferences - Edit notification options >>> those are the default settings

Added: just tested Prime Notify 1.0.7 on phpBB 3.3.14 (PHP 8.4.1) and it works as intended.
However there's not all that much that can be enforced by the Admin.
